Katz returns to whistleblower practice after leading federal civil enforcement in New Hampshire; Brown adds its second senior federal fraud-enforcement lawyer.
JERSEY CITY, NJ, UNITED STATES, September 3, 2026 /EINPresswire.com/ — Brown, LLC today announced that Raphael Katz, the former Civil Chief at the U.S. Attorney’s Office for the District of New Hampshire, has joined the firm as a Partner in its national whistleblower and False Claims Act practice.
Katz brings an uncommon combination of government and relator-side experience. Before joining the U.S. Attorney’s Office in 2019, he spent more than 13 years in private practice handling False Claims Act and complex litigation matters, including representing whistleblowers. In government, he rose to Civil Chief, supervised affirmative civil enforcement, and handled fraud matters on behalf of the United States.
His arrival comes four months after Brown, LLC added Tom Morris, who spent nearly two decades in the U.S. Department of Justice Civil Division’s Fraud Section and served as Senior Trial Counsel. The two 2026 hires materially deepen a practice already led by former FBI Special Agent and Legal Advisor Jason T. Brown.
“Raphael has worked False Claims Act matters from two critical perspectives — representing whistleblowers in qui tam cases and then investigating and litigating fraud cases for the United States,” said Jason T. Brown, head of Brown, LLC. “He knows what makes the government lean in, what makes a case stall, and what proof changes the outcome. That perspective is critical when a whistleblower needs to build a False Claims Act case the right way from the start.”
From Relator Counsel to Civil Chief
As Civil Chief, Katz supervised the New Hampshire U.S. Attorney’s Office civil practice and served as its Affirmative Civil Enforcement Coordinator and Healthcare Fraud Coordinator. His enforcement work included healthcare fraud, procurement and government-contract fraud, customs and trade fraud, cybersecurity matters, loan and grant fraud, drug diversion, and other cases involving federal funds and programs.
Representative government matters included a $6.8 million False Claims Act settlement involving unpaid customs duties on plastic resin imported from China (DOJ Press Release No. 25-739 (July 23, 2025)) and a $3.8 million settlement resolving kickback-related False Claims Act allegations against Catholic Medical Center (No. 1:18-cv-00530-PB (D.N.H.)). He worked with multiple agencies, including the FBI, HHS-OIG, CBP, SBA, DEA, TIGTA, and DOD-OIG on investigations and litigation involving complex document and data analysis, civil investigative demands, witness testimony, and settlement negotiations.
Before entering government service, Katz represented whistleblowers in significant qui tam and other whistleblower matters, including high-stakes litigation and trial work. His cases included Medicare fraud involving genetic-testing billing and kickback claims, government-contract fraud, and tax fraud claims, resulting in more than $100 million in recoveries for the government.
“The strongest whistleblower cases are not built by adjectives. They are built by facts, documents, credible witnesses, and a damages story the government can test,” Katz said. “I have represented whistleblowers in these cases and later investigated and litigated fraud matters for the United States. Brown, LLC has the resources and the willingness to develop major cases early, present them clearly, and litigate when that is what the case requires. The firm’s record speaks louder than any adjective, and I am proud to join a whistleblower team that has a track record of success representing whistleblowers in back-to-back nine-figure federal resolutions.”
Brown, LLC Expands Its Government-Enforcement Bench
Katz is Brown, LLC’s second senior federal fraud-enforcement hire this year. Morris joined in May after nearly two decades in DOJ’s Civil Division Fraud Section, where his work included healthcare fraud, Medicare Advantage, defense-contractor fraud, defective pricing, and major False Claims Act litigation. Brown, LLC’s broader roster also includes lawyers with prior experience at the FBI, the District of Columbia Office of the Attorney General, and the New Jersey Office of the Attorney General.
The expansion follows back-to-back years in which Brown, LLC represented whistleblowers in nine-figure federal resolutions. In 2024, Raytheon paid $428 million to resolve False Claims Act allegations and admissions involving defective pricing and double billing, part of an overall Justice Department resolution exceeding $950 million (No. 1:21-cv-10690-PBS (D. Mass.)). DOJ described the $428 million civil settlement as the second-largest government procurement fraud recovery under the False Claims Act. In 2025, Walgreens paid $350 million to resolve allegations involving unlawful controlled-substance dispensing and false claims to federal healthcare programs (No. 1:18-cv-05452 (N.D. Ill.)).
Lex Machina has ranked Brown, LLC second nationally by False Claims Act qui tam filing volume over a five-year period. The firm’s whistleblower practice handles major matters involving healthcare fraud, defense and government contracting, procurement fraud, cybersecurity compliance, customs and tariff fraud, kickbacks, pharmaceutical fraud, and other schemes involving government funds.
The timing of Katz’s arrival also coincided with a significant development for False Claims Act whistleblowers, as the Eleventh Circuit rejected a constitutional challenge to the statute’s qui tam provisions in Zafirov, No. 24-13581 (11th Cir. Sept. 1, 2026).
“It’s a good omen that the same day Raphael walks in the door, the Eleventh Circuit in Zafirov rejects the notion that whistleblowers are unconstitutional officers of the United States and restores the qui tam provisions to the footing recognized by every other court of appeals to address the issue,” Jason T. Brown said. “Whistleblowers are the beating heart of the False Claims Act, and today the heart of the statute and the firm grew a little stronger. We intend to make the most of it with a bench built for major False Claims Act and whistleblower litigation.”
Post-Government Screening
Consistent with 18 U.S.C. § 207 and applicable Department of Justice post-employment rules, Katz will be screened from any matter in which he participated personally and substantially during his government service.
